Why we should care…

Power switch may mean smart meter cost unless ‘metering competition’ is delayed | Herald Sun

VICTORIAN households and small businesses risk being charged up to $140 for a new smart meter if they switch retailers.

Rules allowing only distributors, rather than retailers, from installing or replacing meters are due to expire at the end of the year, exposing customers to potential extra costs.

The State Government fears consumers could face higher costs and safety risks unless the introduction of “metering competition” is delayed, documents reveal.

It has requested an Australian Energy Market Commission rule change to prevent Victorians from being disadvantaged.

Its submission states, among other reasons, that this would avoid “the risk that consumers may be required to replace their meter with a change of electricity retailer and face charges associated”, or the risk of higher electricity prices due to switching carriers.

The cost of the controversial smart meter program has blown out to $2.3 billion.

Victoria’s electricity distributors, CitiPower, Jemena, Powercor, SP AusNet and United Energy, have had sole responsibility for smart meters since 2009.

The Government wants the AEMC to extend this arrangement for up to three more years, until a national framework with proper processes and systems for metering competition is established.

A decision is due later this year.

In a separate letter to the AEMC, Energy Minister Nicholas Kotsiras supports plans for metering competition, but is concerned about “detrimental impacts” if it is rushed. These include “potential risks to the safety of customers” during disconnections and reconnections and “adverse impacts on customer reliability where there are meter faults”.

“If there is not an orderly transition to a competitive metering market, the benefits associated … will be compromised,” the letter states.

The Consumer Action Law Centre’s Janine Rayner said promised benefits from smart meters, such as the ability for better energy use and costs, had to be realised before another “massive change” was imposed on Victorians.

British Columbia (Canada) backs down on wireless smart meters

The B.C. Government does a back flip on their smart meter mandate by suggesting that they won’t force people to accept a wireless smart meter after 60,000 people objected to having one installed on their property.

It was reported on CBC News “The B.C. government won’t force people to get a wireless BC Hydro smart meter if they don’t want one, but they are likely going to pay an extra fee for the opting out of the system.

Energy Minister Bill Bennett says the details are still being ironed out, but it is clear someone will have to pay the extra cost and it won’t be those who have agreed to have the wireless meters installed…..

Opponents concerned about health

The $1 billion plan to install 1.8 million smart meters across B.C. has met with opposition for several reasons, including the cost of the program, concerns about privacy and hacking of the systems, and possible health effects of the wireless technology……

It is interesting to note that right at the end of the linked video it was mentioned that originally both the Government and the Power Company insisted that all customers will have to have the meters installed because the system won’t work if not everyone is on board. Now that the B.C. Government has backed tracked on this requirement, critics will question whether the billion dollar program will still be worth the money. It is important to note that the very same excuse that everyone “will have to have a smart meter for the system to work” was made by the previous energy minister Michael O’Brien in correspondence to those who challenged him on the need to have a smart meter. And so the lies begin to surface and the mandate begins to unravel. Time to put pressure on our local Government to come clean.

Biological Effects from RF Radiation at Low-Intensity Exposure and the Implications for Smart Meters and Smart Appliances

Physicist Ronald M. Powell (Ph.D., Harvard University, 1975), in layman’s  terms, explains the implications of the BioInitiative 2012 Report for Smart Meters and Smart Appliances. He compares the low RF power density levels at which biological effects have been reported occur  against the calculated RF power density levels that Smart Meters and Smart Appliances can produce using RF Colour Charts.

A Single Smart Appliance inside a Home Can Produce RF Power Density Levels Shown to Cause Biological Effects

When these Smart Appliances are installed in a home, they will significantly increase the radiation levels in that home for several reasons:

  • They will begin transmitting, and from distances very close to the residents.
  • The number of Smart Appliances in the home may increase with time as the residents gradually replace their old appliances with new Smart Appliances, increasing the total radiation level.
  • The Smart Meters will transmit more frequently, in order to communicate with the Smart Appliances.

Most biological effects of RF exposure cannot be sensed by human beings. Examples are the onset of cancer, DNA damage, and fertility effects.

One category of effects that can often be sensed includes neurological effects on sleep, memory, learning, and behavior.

The current Australian Maximum Permitted RF Exposure limits, called “basic restrictions”, are maintained by ARPANSA for uncontrolled exposure to RF power density levels of the general public and far are too high (too permissive) to protect against these biological effects. The linked report is based on FCC Maximum Permitted Exposure limits. To put this in context for Australians, our RF standards are based on 1998 ICNIRP RF Guidelines. For the frequency of 900 MHz (smart meters operate at 915-928MHz), the FCC RF power density limits are 33% higher than ICNIRP reference levels. For other frequencies (such as 2.4GHz used by smart appliances), the FCC limits are similar to ICNIRP’s.

Thus, much lower (more restrictive) exposure limits, like those proposed in the BioInitiative 2012 Report, are needed.

The BioInitiative 2012 Report is a massive evidence-based review of the medical research literature on the biological effects of electromagnetic fields, developed by 29 scientists, doctors, and other health care experts from 10 countries.

‘Smart’ meters are a health disaster waiting to happen

Get_Wired 2013 kicked off with a presentation by Dr Elizabeth Evans, a former general practitioner (GP) and the co-founder of SSM! UK.  She pointed out that the level of radiofrequency (RF) electromagnetic radiation (EMR) emitted by wireless technologies in our cities is up to 1 billion billion times greater than the background level.  Because these pulsed microwave EMRs are an entirely new form of EMR exposure, we humans haven’t had the time to become evolutionarily adapted to these frequencies – if, indeed, such adaptation is even possible.  As a result, the health risks posed by RF-EMRs are both numerous and significant – but governments and power companies worldwide insist that ‘smart’ meters are safe.

When Health Issues are not the responsibility of a Health Department – How Bizarre!

Taking a stand Part 6 – Taking the Chief Health Officer of Victoria to task

While I was in correspondence with ARPANSA over Australia’s questionable RF standards, I decided I would send a please explain letter to the Victorian Chief Health Officer and the Victorian Radiation Advisory Committee. To give my letter more weight, I performed a search of the Stop Smart Meters website for keywords such as headache and insomnia to extract a list of health impairment stories that have been directly attributed to the smart meter deployment. I crafted a letter using this information along with my own personal experiences with the hope that I would be able to get an informed opinion from those who are supposedly qualified in this field of why we are suffering these health issues and what would be done about it.

I received an automated reply saying that the health department would respond in 2 business days. A week later, not hearing anything further, I decided to call the Victorian Radiation Advisory Committee directly. I was transferred to an amiable chap, Associate Professor Brad Cassels. We had a good long discussion about the state of science and my one way interaction with the ACMA. Professor Cassels indicated he was assigned to my case and that he was working on a response that I could expect in the near future.  I would like to point out to the readers of this blog that Professor Cassels is an expert in ionizing radiation and is not an appropriate person to be assigned to a non-ionising case.  I never did get a response from the Victorian Radiation Advisory Committee. Instead, 4 months later Dr Rosemary Lester who is the Victorian Chief Health Officer responded.

It should be noted that this letter appears to be a boiler plate response as it is almost identical to what others have received (word for word). I would not be surprised if Dr Lester did not even read my original letter because many of the points I raised were not even addressed.

As you can imagine I was quite disappointed with Dr Lester’s response and as a health professional she has failed to uphold the Hippocratic oath and duty of care expected of a person in her position by:

  1. Completely ignored the fact that I was not alone claiming to be suffering symptoms
  2. Tried to trivialize the smart meter emissions by incorrectly stating that 75% of an individual’s exposure to RF is from Radio and TV broadcasts, and by doing so, demonstrates her ignorance of EHS, different RF wavelengths, modulation patterns and the potential impact smart meter RF has on the body.
  3. Recommends I should go to a GP for consultation. The main problem being of course is that most GP’s do not have the tools or the methodology to diagnose and treat people who are EHS. Others who have gone to GP’s that are more aware of EMR and potential health effects have been clearly advised to avoid being exposed to smart meters’ radio frequencies, yet Dr Lester won’t listen, she and other government officials are ignoring medical advice and medical certificates. This is in sharp contrast to the QLD Chief Health Officer, who is being very proactive in protecting Mt Isa kids from lead exposure (like Radio Frequencies, lead is a group 2B carcinogen).
  4. Referred me to the only study performed on smart meters in Victoria by EMC Technologies which is not peer reviewed nor did it have a detailed health focus. The study only investigated RF emissions as a % against ARPANSA’s RF standards and provided some limited comments in Appendix B that essentially trivalised the IARC classification and made reference to studies (Interphone) that were seriously flawed.
  5. Incorrectly indicated that Professor Andrew Wood independently reviewed the EMC report. Professor Wood was in fact a contributing author to the said report and had previously worked with Telstra.
  6. Indicated “There would appear to be no requirement for any program to deal with alleged conditions of hypersensitivity”. So what happens to all the people who are suffering and left traumatised, some of them have lost their jobs and now have no real career prospects?
  7. Tried to handball the health issue to the ACMA by stating that Radio Frequency matters (health) are considered outside the scope of the Victorian Health and Wellbeing Act. Any investigation into health issues involving radio frequency radiation should be conducted by the ACMA.

I was left with no option but to respond in order to correct her gross misunderstandings and under appreciation of our concerns.

I suspect that I will now have to wait another 4 months before I get a reply, if I get one at all. I think we will only see action on this issue if everyone who is suffering from smart meter emissions writes a letter to Dr Rosemary Lester so that she can truly understand the significance and enormity of this problem.

To put this health department debacle into perspective, I have been in conversation with a fellow EHS sufferer who had been in contact with Noel Cleaves from Rosemary Lester’s office. Noel Cleaves is a manager for energy, health and radiation compliance.

Mr Cleaves indicated that the department of health has appointed a group of medical doctors from their office to produce a ‘factual statement’, similar to the one on wind farms, on the ‘safety’ of Radio Frequencies, as per ARPANSA standards. I expect these medical doctors will actually be making a farcical statement rather than a factual one because not one of these Doctors is interested in interviewing or investigating any of the complaints being raised to them by genuine EHS sufferers. This is equivalent to making a medical diagnosis without actually talking to, or seeing the patient.

In my next blog I will provide clear evidence of reciprocal buck passing and how no one wants to handle this hot potato. I believe it is time to name and shame the worst offenders.

THE VICTORIAN GOVERNMENT: MANDATING AN UNLAWFUL ACT AND CREATING A POTENTIAL PUBLIC HEALTH CATASTROPHE

Occasionally SSMA receives letters from the public in relation to smart meters and the actions they have taken. We thought this letter deserves sharing.

The writer of this featured letter developed severe, debilitating symptoms from neighbouring smart meters and for this reason stopped smart meter installation on their property after receiving an initial letter from United Energy. Subsequently the Premier and Energy Minister, as well as United Energy, were informed of the writers dire health situation. Despite taking this action, the writer went on to receive two more letters from United Energy, advising of impending smart meter installation as per government ‘mandate’. At this stage the writer was quite traumatized by this persistence in the face of life ruining ill health and proceeded to write a letter of ‘undue harassment’ to both United Energy and the Energy Minister. The Energy Minister, via the DPI, was very quick to respond by pointing the finger of responsibility to the power distributors.

This is of course a cowardly act. Not only has the Victorian government, with its mandate to use ‘their best endeavours’, been the instigator of this subterfuge, supported by threatening behaviour and bullying tactics used by power distributors to carry out the unlawful occupation of privately owned land, but it has resorted to directly threatening the Victorian population who refuse to submit, as outlined in this letter.

These are the actions one would expect of a totalitarian regime. There is no place for such immoral, unethical and unlawful behaviour by government in this supposed democratic country.

When ‘Smart’ Meters Kill: The Story of Larry Nikkel

The following text below is an excerpt from a story posted by Joshua Hart, Director StopSmartMeters.Org in the United States.

“Details have come to light of a man killed by a Pacific Gas and Electric (PG&E) Smart Meter that caught fire in Vacaville, CA on July 9th, 2010.   Larry Nikkel of 230 Arbor St. died from a suspicious electrical fire that consumed his home the day after Wellington Energy, contractors for PG&E, installed a Landis & Gyr “smart” electric meter.  A wrongful death suit lawsuit filed by the family against the utility, subcontractor, and meter manufacturer has now been settled for an undisclosed sum.

The circumstances surrounding Mr. Nikkel’s death add a grave and tragic chapter to the growing human cost of the ‘smart grid.’

There have been a number of house fires in Victoria that have also been linked to smart meters although power companies deny that smart meters were the cause and are quick to blame sabotage, faulty wiring or “suspected power surges”.
