ELECTRICITY distributor Powercor plans to install controversial Smart Meters in Colac homes from October.

Powercor and CitiPower communications analyst Chris Riviere visited Colac this week to explain the roll-out and address concerns about Smart Meters, as the project approached Colac.

Mr Riviere said Powercor had been installing the new meters region by region, and providing information about the meters to each area as the roll-out progressed.

“The downside is a lot of people haven’t received the information that they should have, and they have built a lot of fear about Smart Meters,” he said.

Mr Riviere said people were mainly concerned about the meters’ impact on their health and power bills………………………….

Smart meter anger in Frankston – Frankston Weekly

A SMART meter protest group has been formed following a packed public meeting in Frankston.

Organisers were only expecting about 30 people to attend the meeting at the Frankston Mechanics Institute Hall, but 130 turned up to voice concerns over the state government’s smart meter roll out.

Some residents of Frankston and the Mornington Peninsula believe the devices are causing poor health including headaches and ringing in the ears, with a few sleeping in vehicles, tents and workplaces to avoid symptoms.

Frankston councillor Glenn Aitken, who has thrown his support behind protesters, said those at the meeting came from as far away as Cockatoo, Monbulk and Elsternwick.

“I’ve dealt with people issues for a long enough to know that 99 per cent of the time there is a real reason for it. These people are genuinely not well,” he said.

An action group was started and Cr Aitken shared a letter which he is encouraging concerned people to send to the government and installers.

The letter formally withdraws consent for the installation of meters and states that any health and financial losses are the responsibility of parties involved in their installation.

Protesters will write to the state government asking that the roll out be discontinued or made optional and that meters are removed from the homes of those who believe they are ill as a result.

Cr Aitken confirmed he would raise a similar item at Frankston Council and push for a Victorian class action.

Last month, Energy Safe Victoria released a draft report which found that smart meters were safe and that there was no evidence the meters were exploding or causing fires. It attributed reported meter failures to criminal damage.

A United Energy spokesman told the Weekly that having a smart meter installed was compulsory and the roll out would be completed by the end of 2013.

The company would not disconnect electricity supplies of those refusing smart meter installation or cut locks placed on meter boxes by residents. Instead, a card would be left asking the resident to contact United Energy to discuss concerns.

“We’ll move on to the next house initially but if installation is looking unlikely in 2013 we will have to talk to the state government,” he said. “There is no penalty at this stage – we haven’t discussed penalties.”

Energy Safe Victoria’s draft report Safety of Advanced Metering Infrastructure in Victoria did not adequately deal with all of the key issues of concern to the Victorian community.

Subsequently, Stop Smart Meters Australia responded with the following submission.

(Another) Local Government Bans Smart Meters!

The City of Ojai joined other Californian local governments Santa Cruz, Marin, Lake, Mendocino, Capitola, Fairfax, Lake Port, Rio Dell, Ross, Seaside and Watsonville to adopt an ordinance officially banning smart meters within their municipalities.  Overall, more than 56 local governments in California have now officially declared their opposition to current smart grid policy, an overwhelming statement of democratic opposition to a flawed and dangerous system, including  who have banned them.

Below are excerpts from the adopted City of Ojai ordinance:

H. FCC safety standards are inadequate to address chronic long-term exposure to EMF or from multiple sources, and fail to recognize reported adverse health effects from electromagnetic pollution include sleep disorders, irritability, short term memory loss, headaches, anxiety, nausea, DNA breaks, abnormal cell growth, cancer, premature aging, etc. Because of untested technology, international scientists, environmental agencies, advocacy groups and doctors are calling for the use of caution in wireless technologies; and

I. Opt out rules belatedly approved by the CPUC are unjust, discriminatory and ineffective and should be reformed before any more SmartMeters are deployed by SCE; and

J. Because the potential risks to the health, safety and welfare of City residents are so great, the City Council wishes to adopt a moratorium on the installation of SmartMeters and related equipment within the City of Ojai. The moratorium period will allow the Council on Science and Technology and legislative process referenced above to be completed and for additional information to be collected and analyzed regarding potential problems with SmartMeters; and

K. There is a current and immediate threat to public health, safety and welfare because, without this urgency ordinance, SmartMeters or supporting equipment are being installed or constructed or modified in the City subjecting residents of Ojai to the privacy, security, health, accuracy and consumer fraud risks of the unproven SmartMeter technology;

Government plans to install smart meters in our homes ‘will leave us open to cyber attack’ – Daily Mail

Intelligence chiefs have warned that plans to install smart energy meters in every house will leave families vulnerable to terrorist attacks.

According to the Government’s listening agency GCHQ, the plans will create a ‘strategic vulnerability’, giving foreign computer hackers the opportunity to target individual homes, municipal buildings and even whole districts. Described by security experts as the ‘modern day equivalent of a nuclear strike’, hackers would be able to switch off meters from overseas, cutting off targets from the national grid. Privacy campaigners are already seeking to block the plans on the grounds that the meters will create a ‘spy in every home’. The meters will collect details about how people use electricity and gas, allowing snoopers to, for example, scrutinise what time someone goes to bed, washes or uses their computer. The information will be beamed to a central database held by a utility firm, making it a tempting target for hackers. A further concern is that the meters could allow individual households to be cut off by Whitehall or energy companies at times of future fuel shortages.

The Foundation for Information Policy Research think-tank, has warned the Government that it should remove the ability to switch off power remotely ‘to prevent attacks that cut off customers, whether these are committed for blackmail, or as a hostile act against Britain’s critical national infrastructure by a foreign power or a terrorist group’.

Ross Anderson, a Cambridge computer science professor and chairman of the think-tank, said: ‘GCHQ have also told us they are worried about it. ‘Once you have the ability to turn off meters remotely, then it becomes a strategic vulnerability. ‘If the Iranians or Chinese want to attack Britain, they could do so easily through smart meters. This is the modern day equivalent of a nuclear strike.’ It is understood  similar warnings have been passed to ministers by security chiefs. Smart meters have already been installed in around 400,000 homes by British Gas. All utility firms will be installing meters between 2014 and 2019. Information from the 46million gas and electricity meters will be collected every 30 minutes and beamed from a box in the home to the central databases.

The plans, introduced by Ed Miliband when he was Energy Secretary and championed by Lib Dem Chris Huhne when he held the job, have been justified on the grounds that the meters will help customers cut their bills and governments meet environmental targets. But Professor Anderson also warned that governments could use the information to turn off power if the UK suffers from energy shortages in the future. Critics are also warning that corrupt officials, call centre staff or hackers could sell information to burglars or identity thieves. They are also concerned that energy companies will be able to use the data to manipulate tariffs.

A Whitehall source said: ‘This is a bonkers policy that has to be stopped before it gets out of hand. It is being sold as a consumer-friendly device to help you save power but in the wrong hands, it will be a total disaster. ‘We will see power blackouts timed with the help of the information collected from smart meters.’

Nick Pickles. of civil liberties group Big Brother Watch, has written to ministers to warn them of the risks associated with smart meters. He said: ‘We are witnessing a massive intrusion into what goes on in millions of homes. ‘This comes when there is increasing surveillance of our society. Smart meters are a step towards our homes becoming the next line of attack for state snoopers.’

Anna Fielder, of watchdog Privacy International, said: ‘This could mean risks of identity theft, real time surveillance, unwanted publicity, profiling or targeting for commercial purposes and also potential discriminatory practices by power companies targeting tariffs to maximise profits. ‘As these are essentially communication devices, transmitting data over a network, there are the associated security risks if the right measures are not taken.’

Momentum is gaining….

The momentum is gaining with the emergence of community groups forming throughout Victoria and holding smart meter public meetings, the latest being in Frankston which attracted over 150 people!

Don’t forget to write a submission in response to Energy Safe Victoria’s (Draft) report Safety of Advanced Metering Infrastructure in Victoria, a report that claims smart meters are “safe”.

The report also claims Energy Safe Victoria (ESV) “consulted extensively with key stakeholders”.  Yet ESV did not consult with Stop Smart Meters Australia, despite the fact the report acknowledges we are a key stakeholder!!!

ESV released the draft report to provide an opportunity for public comment to ensure that it addresses the key issues of concern to the community about smart meters.

If you haven’t done so already, Stop Smart Meters Australia encourages you to make a submission and contribute to the final report.  The draft report did not adequately deal with all of the key issues of concern.

Plan to use popular actors to sell smart meters | Herald Sun

POPULAR actors were to be recruited to try to persuade Victorians that smart meters were a good idea.

Secret documents reveal a plan to hire “down-to-earth” celebrities such as John Wood, Ray Meagher, Michael Caton and Denise Drysdale to overcome negative public opinion about the electricity meters.

The Baillieu Government has seized on the documents, saying they also show a $240 million blowout was kept secret for two years.

The market research was commissioned by the former Labor government in 2010.

A plan was hatched to employ actors to spruik the devices.

The study, by Open Mind Research Group, warned the government against using a politician or “greenie” to sell smart meters.

“The risk is that if the debate is not refocused to include the positives, the negatives and confusing aspects of the debate will continue to dominate,” the report says.

Labor lost government six months after the report was completed and the plan was never acted on.

Other documents include letters from power distributors to then energy minister Peter Batchelor warning that smart meters could not be installed on schedule.

I wake up with headaches every single morning

Comment: I received a card saying they were going to install a smart meter within 7 days. I got home from work 2 days later and it was already installed and my computer screen no long worked so I had to buy another. Since installation I wake up with headaches every single morning and go to bed with something very much like Vertigo every night. I have had this ever since the Smart meter was installed.. It is also installed on my front porch which is right outside my bedroom so I am very close to it.
