Environmental Sensitivities Symposium starts 17th October

The 2016 Environmental Sensitivities Symposium begins on Monday 17th October and runs through to Saturday 22nd October.  This Melbourne-based online event offers a free registration package and features interviews with 15 speakers from around the world.  The topic for each interview is a paper written by the speaker especially for this year’s symposium.

Health Department finally admits Health Act applies to health impacts of electromagnetic emissions

The Victorian Department of Health and Human Services (DHHS) previously advised members of the public that electromagnetic emissions were considered to be outside the provisions of Victoria’s Public Health and Wellbeing Act 2008.  Following a complaint raised by a member of the public to the Victorian Ombudsman, the department has reviewed its position and considers that the Public Health and Wellbeing Act has a very broad potential application and that health impacts of electromagnetic emissions could be within its scope where evidence arises of serious risks to health.

Stop Smart Meters Australia (SSMA) and members of the public have been raising this issue with the department for a number of years without success.  Following yet another reply to SSMA dated 23 May 2016 denying legislative responsibility, Janobai Smith, SSMA Advocacy and Policy Advisor, took the step of asking the Victorian Ombudsman to provide clarification regarding the responsibilities and advice provided to the public by DHHS – advice that stated the Victorian Public Health and Wellbeing Act DOES NOT apply to electromagnetic emissions and radio frequency aspects of smart meters.  How wrong they were!

The end result is a complete about-face by DHHS.  The department has confirmed to the Victorian Ombudsman that it has made amendments to the advice that it will now provide to the public.

The Ombudsman’s office acknowledges that the department initially provided information that was inaccurate and is satisfied that the department has since taken reasonable steps to correct the information about smart meters that it provides the public.

The Ombudsman’s office has also undertaken to raise with DHHS the issue of contacting members of the public who had received incorrect advice in order that its revised advice might be provided.  The Ombudsman, however, is not able to compel DHHS to do this.

…SSMA wonders, in light of this new-found responsibility, when DHHS might now actually admit that there is evidence of serious risk to public health and start taking steps to address the needs of people with electro-hypersensitivity?  And when also might SSMA’s request to implement a smart meter post-rollout health surveillance program as routinely occurs in other areas, such as for post-market pharmaceutical drug safety, be considered?

New Instruments of Surveillance and Social Control: Wireless Technologies which Target the Neuronal Functioning of the Brain

The following extract is from a report written by Dr Kingsley Dennis, Research Associate in the Centre for Mobilities Research (CeMoRe), based at the Sociology Department at Lancaster University, England.

The advent of smart grids provides the potential framework for developing even more impact on the neuronal functioning of the human brain.

“The background to this narrative begins with the story of a true Pandora’s box — a U.S. project titled Project Pandora that was organized and administered by the psychology division of the psychiatry research section of Walter Reed Army Institute of Research (WRAIR). This project was set–up to specifically research programs on the health effects of microwave exposure following the ‘Moscow Embassy’ incident. From 1953 to 1976, the Soviets directed microwave radiation at the U.S. embassy in Moscow from the roof of an adjacent building. Whilst this clandestine microwave targeting was allegedly known for some time by U.S. officials, the event was not made public until 1976 when the U.S. State Department finally accused the Soviet Union of bombarding the U.S. embassy in Moscow with microwave radiation for illicit purposes. It was initially reported as a harmless procedure for charging Soviet spy–bugs: ‘Soviet antennas, which are beaming the waves in both to charge up the batteries of their listening devices and to jam embassy–based U.S. electronic monitoring of Russian communications’ (Time, 1976a; 1976b). However, the State Department soon indicated that, in addition to interference mechanisms, the microwave radiation could have serious adverse effects on the health of the occupants of the embassy (O’Connor, 1993)……………

………..Part of this paper has been focused on the dangers of an increasingly wireless world. These dangers may include the potential for invasive technologies, based upon transmitted/received signals and wavelengths, to shift social order towards a psycho–civilized society. By psycho–civilised I mean a society that manages and controls social behaviour predominantly through non–obvious methods of psychological manipulations, yet at a level far beyond that of the ‘normalised’ social manipulations of propaganda and social institutions. What I refer to are the technologised methods of psychological interference and privacy intrusions in the manner of creating a docile and constrained society. And here this brings us back to the problematics involved in opening a Pandora’s box.

In this paper I have asked whether innovations in wireless and neuro–technologies are not in danger of shifting human behaviour towards a psycho–civilised society, where greater emphasis is placed upon forms of social control and pre–emptive strategies. What are the moral and ethical implications of using wireless scanning surveillance technologies for evaluating pre–emptive behaviour based on thoughts and intentions alone? Is this not a dangerous path towards psycho–terrorising the social public? As Thomas (1998) reminds us, the mind has no firewall, and is thus vulnerable to viruses, Trojan horses, and spam. It is also vulnerable to hackers, cyber–terrorists, and state surveillance. Whilst this may sound a little too far out, they are reasonable questions to ask if technologies are racing ahead of us in order to better get into our heads.

Becoming wireless also means becoming increasingly immersed within an information–saturated environment. From the evidence of present trends and developments it seems likely that a greater systemic interconnectedness and interdependence is being formed between human–object–environment facilitated through and by information flows. This may herald the coming of a ‘wonderful wireless world’, yet it may also signal unforeseen dangers in protection, privacy, and security of the human biological body within these new relationships. It is the suggestion of this paper that such issues and concerns need to become more public, visible, and open; the very opposite of these technologies.”

Is the Australian Communications and Media Authority (ACMA) a captured agency?

A captured agency is defined as a regulatory agency which, rather than serving the public interest, is largely under the influence of the industry or sector that it is charged with regulating.

The USA’s Federal Communications Commission (FCC), which is tasked with regulating communications in America, appears to have given up all pretence of safeguarding the interests of the public.  Josh del Sol, director and producer of the award-winning documentary, Take Back Your Power, which investigated so-called “smart” meters, has now turned his attention to this agency.

The FCC recently rubber-stamped the rollout of 5G mobile technology across America; this will result in the use of much higher frequency bands (24 to 100+ GHz) and a massive deployment of mini mobile phone towers.  FCC Chairman Tom Wheeler, a former lobbyist for the wireless industry, stated in his earlier June press conference that “We won’t wait for the standards to be first developed… we will make ample spectrum available”.

Josh del Sol’s new YouTube video, Gestapo in the USA, contains explosive footage of the proceedings which led to the adoption of the new rules; a decision which will see planetary life blanketed with ultra-high microwave frequencies – that have never been tested as safe.

The Australian Communications and Media Authority (ACMA) states on its website that, “The ACMA is already working to identify ways that 5G technologies can be facilitated in Australia”.

Is this yet another example of a regulatory agency serving industry interests,  whilst bolstering government revenue through the sale of spectrum licences, at the expense of public health?

Kansas City smart meter fires

While electricity companies continue their campaign of hastily covering up smart meter fires, the truth is getting out there via the media and concerned citizens.  Kansas City TV station, KSHB-TV, recently reported that several smart meters in the district have caught fire.

This is on top of smart meter fires in California, Texas, Florida, Nevada, Illinois and across Canada.  The smart meter fires in Canada became so epidemic that over 100,000 smart meters were recalled in Saskatchewan two years ago.  Yet smart meters continue to be installed around the world.

Smart meter fires are not confined to particular brands of smart meters.  The cause of the fires is overheating of either the components of the smart meter or of the household wiring.  This is often due to the pulsed frequencies of the wireless meters.  Analogue electricity meters do not share this vulnerability.  See Brian Thiesen’s explanation of the cause of smart meter fires.

Australia has not been without its share of smart meter fires.  But with electricity distributors racing to the scene to remove the smart meter within a couple of days, evidence has to be gathered quickly.

AusNet Services renews push to get smart meter network operational

In July 2015 the Essential Services Commission accepted an administrative undertaking from AusNet Services regarding their ‘non-compliance’ with their smart meter obligations under the Victorian Government’s Advanced Metering Infrastructure regulatory framework.

In an October 2014 audit, the Commission found that AusNet Services:

• had not used its best endeavours to install smart meters by 31 December 2013, and
• the smart meters that had been installed, were not fully operational.

In consequence, AusNet Services committed to meeting compliance targets. As of 15 June 2015, 60% of its smart meters were being remotely read. This is due to increase to 72.1% by 30 September 2016 and 96.7% by 31 March 2017.

This means that people with non-complying meters in AusNet Services’ catchment area can expect to be subjected to increased pressure (along with increased levels of electro-smog) in the coming months.

However, SSMA hopes that AusNet Services installers will bear in mind that, in line with what the Essential Services Commission is reputed to have said previously, the use of bullying tactics, such as threatening to disconnect electricity or impose fines, is not consistent with using their ‘best endeavours’ to persuade customers to accept wireless smart meters.

Have your say about the future of distributed electricity – Standards Australia Sydney Forum

Standards Australia, Australia’s peak standards body, is developing a work plan to support the Future of Distributed Electricity.

To facilitate stakeholder feedback on this work Standards Australia released a discussion paper on 12 July.  See Stop Smart Meters Australia’s response here.

To-date, scant attention within this process has centred on the concerns of consumers. However, we, the consumers, are a major stakeholder!  SSMA has recommended that all standards pertaining to technology capable of emitting EMF must also address the potential for harm to humans, animals and plants.

Standards Australia is now hosting an open forum, 10:00 am to 3:00 pm in Sydney on Tuesday, 30 August to discuss outcomes of the discussion paper and confirm the next steps.  The forum is complimentary and places are limited.

State-approved deception program – What is the QLD Government hiding?

Queensland Department of Energy and Water Supply has euphemistically renamed ‘Smart Meters’ as ‘Digital Meters’ in its webpage on digital meters.  It is only the smaller print which reveals that these ‘digital’ meters also “feature remote communications for reading, and other services”.

The Department of Energy and Water Supply webpage states that “new national metering rules are expected to come into effect on 1 December 2017, making digital meters the standard meter for all customers. This means that whenever a new meter is installed, a digital meter will be the default option. However, in limited circumstances, customers in existing premises may opt-out of having a digital meter”.

Referring to wireless smart meters as ‘digital meters’ is misleading.  Of course all communications-enabled smart meters are digital meters, but NOT ALL digital meters have a radiofrequency communications chipset on board, as will be occurring in Queensland.

Does the Queensland Government fear people will be more inclined to opt-out of having a so-called ‘digital’ meter if they are fully aware of what they are being offered: a wireless device that emits pulsed radiation every day, 24 hours per day?  See Technical study reveals magnitude of Victorian smart meter transmissions for just how many times per day Queenslanders can expect to be blasted with radiation.

If not, why has the Queensland Government stooped to engaging in, what appears to be, deliberate deception?

Victoria’s Department of Health continues to play pass-the-parcel with our health

Stop Smart Meters Australia has been advised by the Department of Health & Human Services (DHHS) that “radiofrequency matters are considered to be outside the scope of the Public Health and Wellbeing Act 2008, as the Commonwealth has specific legislation (the Radiocommunications Act 1992) with the ability to both make standards for health protection and ensure compliance with them”.

Huh??  Since when was a Health Department able to wash its hands of health issues?  And since when was a regulatory body such as the Australian Communications and Media Authority (ACMA), which has zilch expertise in health, deemed capable of implementing policy to address the needs of people with electro-hypersensitivity (EHS)?  Or carry out SSMA’s request to implement a smart meter post-rollout health surveillance program?

Once again, the inconvenient fact that many Australians have suffered, and continue to suffer, adverse health effects as a result of exposure to wireless smart meter emissions is being ignored by government. 

Instead DHHS states that “…where there are other specific laws that regulate activities then generally the threshold required to exercise powers under the Act is not reached because any risk to public health is already being appropriately managed”.  That’s cold comfort for the Victorians whose lives have been turned upside down as the result of the rollout of smart meters.

The politics of wireless research in relation to health risks

There are a lot of powerful statements and comments that get straight to the heart of the issue of research and politics. Comments from Dr George Carlo in particular stand out, and we thought is worthwhile sharing them with you all because they give a clear indication of what the problem is in relation to the research that is presently being conducted to investigate potential implications wireless technology has on the health of the general public.

“There is a distinction between research aimed at cause and effect, and research aimed at surveillance, screening and intervention that is important but often overlooked.

Most of the public has been tricked by the industry and government agencies into believing that the answers to all of the question lie in more research on cause and effect. That is perhaps that biggest ruse of all. Cause/effect research done today, helps no one today, and it may not even help anyone tomorrow. In my view, what we need to help people exposed today is surveillance related research aimed at identifying high risk groups for intervention. It is simply too late in the game to rely only on basic cause/effect research to help public health.

Wireless technology contributes a pervasive exposure that now impacts billions of people around the globe. We have never, in history, had such a large ‘population at risk’ from any consumer related technology. But, the elephant sitting in the room, so to speak, is that this problem is ‘post-market’. The horse is already out of the barn. The exposures are already occurring every day. And, to make matters more complicated, the technologies evolve and change within every year – so the exposure characteristics are continually morphing. Therefore, causation research studies per se, no matter who funds them or who conducts them, are only marginally relevant to public health protection.

While scientists are arguing over parochial nuances – including funding sources, locations of tumors, whose research is better than whose – millions who could be helped with surveillance are not being helped.

The industry likes the concept of causation research because it delays the day of reckoning. Government agency officials like causation research because it allows bureaucrats to cover their behinds. The media likes causation research because it gives them something dramatic to talk about. But it doesn’t help anyone else.

A basic tenet of public health has always been to understand enough about a disease process to be able to prevent or control it. We are there with our mechanism-based understanding of the effects of EMR in all the known effect windows. So, if we are serious about protecting public health, we should be focusing our efforts on the development of tools to help identify early stage symptoms so that corrective interventions can be applied early enough to work.”

Dr George Carlo, Ph.D, M.S., J.D is public health scientist and epidemiologist and is considered to be one of the world’s leading experts on Electromagnetic Radiation. From 1993-1999, Dr. Carlo headed a $28.5 millions project, funded by the telecommunications industry, to study cellphone’s health effects. He discovered that the risk of acoustic neuroma (a form of brain tumour) was 50 percent higher in long-term cellphone users, also that the amount of cellphone use and this tumor appeared to follow a dose-response curve. In recent years, Dr. Carlo has been alerting the public about the adverse health effects of mobile phones and wireless radiation.
