SSMA Media Release – Victorian Government’s Health Safety Audit of Smart Meters

2 February, 2014

“Stop Smart Meters Australia (SSMA) commends the Victorian Government’s decision to conduct an independent audit to determine whether there are any health risks associated with smart meters“ said Marc Florio, President of Stop Smart Meters Australia.

“We are, however, disappointed that the rollout has not being suspended prior to the audit’s outcome.  We call on the Government to immediately suspend the smart meter rollout until the audit has come to its conclusion, in light of the public’s concerns.”

SSMA formally incorporated as an Association in April 2013, in response to the community’s objections to the Victorian AMI rollout. Paramount within our legal purposes is providing support and assistance to people who are opposed to the forced rollout of smart meters for various issues, including health, and to raise awareness of these issues.

Marc Florio stated:

“Our members are most concerned that the scope of this audit will not extend beyond the aims of earlier investigations. Previous safety investigations have suffered from serious systemic faults and have not included health issues. “

“The aim of the AMI Meter Electromagnetic Field Survey, commissioned by the Victorian Government in 2011, was simply to determine if emissions from smart meters met the relevant ARPANSA standard.  As its authors acknowledged, the ARPANSA standard is only designed to protect from heat injury and does not take into account other biological effects. However, a number of scientific studies have shown that non-thermal effects may lead to highly undesirable outcomes. The unique 24/7 pulsation pattern deployed by wireless smart meters (in the mesh networks individual meters transmit an average of 9,600 times per day) appears to be a major culprit. SSMA believes that seeking to confirm that smart meter emissions met the current ARPANSA standard, whilst ignoring non-thermal effects, was a waste of taxpayers’ funds.”

“Similarly, although ESV’s 2012 report into safety was titled ‘Safety of Advanced Metering Infrastructure in Victoria’, ESV abrogated its responsibilities in regards to health concerns, stating that potential health effects was the subject of separate regulatory arrangements administered by ACMA, which incorporates ARPANSA’s exposure limits and that they had also been subject to a Victorian Government review (i.e. the aforementioned AMI Meter Electromagnetic Field Survey).”

“We trust that the Government’s new audit will indeed examine the reality of why so many Victorians and people elsewhere claim to have developed symptoms, or to have had existing symptoms exacerbated, as a result of the rollout of wireless advanced metering infrastructure. Written evidence submitted to the UK Parliament in 2012 attested to the fact that the pulsed radiation from smart meters has resulted in thousands of health complaints world-wide. More than 10,000 health-related complaints were submitted to the California Public Utilities Commission alone, and included personal testimonies from medical doctors, psychotherapists and nurses regarding their own symptoms.”

Marc Florio continued,

“Stop Smart Meters Australia is pleased that the government recognizes the importance of ensuring that the audit is conducted by an independent organization. Further to this SSMA believes, in order to ensure the audit’s credibility, that it is imperative that the personnel concerned have no vested interest in the outcome. As an example, although the AMI Meter Electromagnetic Field Survey has been described as an independent report, there appears to be a close link between industry and one of its chief authors.”

“Clearly, as the issue involves current and potential future health risks to the Victorian population, personnel will need to have relevant medical qualifications with respect to non-ionizing radiation.”

“Stop Smart Meters Australia is particularly concerned that the scope of the audit may not be broad enough to encompass all areas of concern in relation to health risks. Unfortunately, AMI technology has been rolled out worldwide prior to the undertaking of any studies relating to safety. Specifically, the question we have is ‘Will the audit include biological testing to establish whether smart meter emissions are causing effects such as breaches of the blood/brain barrier, selective release of calcium from cell membranes, DNA single and double strand breaks and nerve cell death?’ Additionally, ‘Do these effects vary with the population?’ For example, regulatory bodies in a number of countries are particularly concerned with the effects of radiofrequency radiation on children. “

  1. Ansleigh says:

Jemena and Servicestream are still installing smart meters and contacting customers to persuade installation even though a safety audit has now been called.

This safety audit is a FARCE.

In the UK after a safety audit was called, the smart meter rollout was halted for two years.

This rollout must be halted IMMEDIATELY.

    • Sharron says:

      Yes – ABSOLUTELY!!!

    • Solargen says:

We have evidence…that exposure to radiofrequency radiation…increases the risk of cancer, increases damage to the nervous system, causes electrosensitivity, has adverse reproductive effects and a variety of other effects on different organ systems. There is no justification for the statement that Smart Meters have no adverse health effects. ……An informed person should demand that they be allowed to keep their analog meter” Dr. David Carpenter, a Harvard Medical School-trained physician who headed up the New York State Dept. of Public Health for 18 years before becoming Dean of the School of Public Health at the University of Albany, where he currently directs the Institute for Health and the Environment…/public-health-physician-warns-of-smart.html

WHO: Imminent global cancer ‘disaster’ reflects aging, lifestyle factors

“We cannot treat our way out of the cancer problem,” he said.
“More commitment to PREVENTION and early detection is desperately needed in order to complement improved treatments and address the alarming rise in cancer burden globally.”

In disregarding such advice and in continuing to push out these carcinogenic devices the Victorian State Government is guilty of willful and public negligence.

  3. MIchael Marinidis says:

Please be aware that Jemena are presently ringing people in the Northern Suburbs under innocent pretences. They are also targeting migrant residents and the elderly and are sounding them out to see how they can get in and install a smart meter. They try and make out that there is some sort of arrangement in place for them to come out and install “a new meter”. Their callers will try and speak to the resident in their own language and often you can easily recognise that the language skills of the caller are very poor. They identify themselves to these residents as being “from the electricity company”. Northern Suburbs residents please make sure your meter boxes are securely locked and do not engage with these persons when they call you.

  4. Mick says:

Hey guys I just get scared now when I see anything called smart and I wont get it. They can keep it. I ain’t getting a smart TV or smart whatever. I found this in the USA website. Puts it more nicely than me but same thing.

    Getting to Wise:
It’s starting to look like yesterday’s ‘SMART’ is today’s ‘really STUPID.’

The over-used term ‘smart’ – applied to everything from phones to drones, and everything in between – seems to be turning from a marketing advantage into a stark WARNING LABEL.

    • Free Spirit says:

How right you are, Mick…. Buyer Beware.

    • John M says:

@Mick. When anyone is considering buying any new device or appliance today that uses electricity such as a new fridge, washing machine, TV etc before buying people should do some research. Make phone calls to the manufacturer etc to find out whether it is chipped to communicate with the smart meter, as part of the smart grid etc. If it is, people should say “thanks but no thanks” and reject the purchase. Appliance manufacturers bottom line needs to take a dive for implementing smart technology. Rejection feedback needs to be sent back to manufacturers loud and clear that we don’t want appliances that communicate outside of the home to 3rd parties. There is another good means to fight there to scuttle this whole smart grid BS.

With appliances I’m kind of reminded of DVD players and playback zones. People fought back hard against region locking worldwide.
First there was a huge modification market that sprang up to defeat the implementation, and then lots of new cheap brands of region unlocked players coming in from China. Region locking all hurt the established brands bottom line. I envisage there will be electronics techs making a good income out of modifying appliances to defeat smart technology in the future. Control freaks never learn life’s lessons and continually try the same things again and again expecting a different result this time. The definition of insanity?

      • Ada says:

Thanks John, for your well explained warning.
I’ll definitely be very careful if and when needing to purchase a new electrical appliance. First I’ll ask myself whether I really need it and then I’ll see if I can buy it second hand. If I need to buy new, I’ll certainly follow your advice and call the manufacturer first.
There is absolutely no way I’ll have a RF microchipped appliance in my house – I’ll just learn to do without!

  5. Mariel says:

I do not oppose progress. I am not against our elected Government backing the modernization of our metering system. But I choose to believe that technology can come up with an alternatively safe and efficient digital machine. Having said this, I also have complete admiration for everyone who stands up and opposes these unproven devices currently being forced upon us. We exercise our assumed democratic rights when we refuse to have them attached to our homes and businesses. Though the voices may not be loud, it is right that we keep on trying.

Realistically speaking, however, without a “cashed-up” and influential ” Champion” to back and fund a serious challenge, any opposition is likely to remain irrelevant to the powers that be; There is no doubt that serious overseas investor dollars are at play here; And whoever is funding this ” “new” report gets to nominate the TERMS OF REFEFENCE – therefore the findings will say exactly, as in previous reports, what the Government wants them to say. Unfortunately the majority of voters in Victoria appear to remain uninformed/apathetic. An influential right-wing press is likely to complete the task, This would then leave the path clear for the current Government to formally legislate the full roll-out of smart meters.

Democracy has always been a fragile ideal, held in place by empowered populations of voters and a incorruptible justice system. Look what happens when we take our hands off the controls.

      Dear Ms Lily D’Ambrosio,
This is sadly only a Boiler Plate Letter you have sent me which I regard as an Insult to my intelligence. My Sir-Name is Leschen, not Lescher.

Please note that in spite of what you say, it is patently obvious to me that you did not read my letter properly. What you sent me in your curt reply to me Ms Lily D’Ambrosio is only a fraction of the full information you should have sent me and is therefore useless.

Is this the cavalier way you do your job as a Servant of the opposition ?

It is a fact that these Microwave Smart Meters are making more and more people in Victoria very sick with all sorts of Medical problems ranging from terrible Insomnia which they never experienced whilst they had the Safe and Passive Analog Electric Meters on their private homes and or small business, this is FACT. For Heavens sake do look at the site Stop Smart Meters Australia. You may learn some very good truths from it.

You may feel secure as Shadow Minister for Energy and Resources but your lack of courtesy in sending me Boiler Plate Letters is extremely disrespectfully to me and shows your lazy attitude if continued will result in you being replaced by a more caring and efficient officer in the near future who can be bothered to do the intensive and necessary research which I have already done to find that my claims are fully justified.

      Richard Leschen.

      Dear Mr Lescher,

Thank you for writing to me about smart meters.

Despite having campaigned against smart meters when in Opposition, the
Liberal/National Government decided in 2011 to continue the program and
that all existing meters would be required to be replaced with smart
Victorian law allows distribution businesses to enter private property for
the purposes of installing metering equipment, including smart meters.
Specifically, clause 3.3 of the Victorian Electricity Distribution Code
3.3 Distributor?s equipment on customer premises

      3.3.1 A customer must:

      (a) not interfere, and must use best endeavours not to allow interference
with the distributor’s distribution system including any of the
distributor’s equipment installed in or on the customer’s premises; and

      (b) provide and maintain on the customer’s premises any reasonable or
agreed facility required by its distributor to protect any equipment of
      the distributor.

3.3.2 Provided official identification is produced by the distributor’s
representatives on request, a customer must provide to the distributor’s
representatives at all times convenient and unhindered access:

      (a) to the distributor’s equipment for any purposes associated with the
supply, metering or billing of electricity; and

      (b) to the customer’s electrical installation for the purposes of:

the inspection or testing of the customer’s electrical installation for
      the purpose of assessing whether the customer is complying with this Code;
connecting, disconnecting or reconnecting supply, and safe access to and
within the customer’s premises for the purposes described in this clause

3.3.3 If necessary, the customer must provide safety equipment and
appropriate safety instructions to representatives of the distributor to
      ensure safe access to the
      customer’s premises.

    • Eric says:

Fully analog meters (or mechanical meters) have been with us for years and are safe. There are digital meters out there which don’t have transmission features let along wireless microwave transmitters. They might be efficient but they are every bit as harmful as smart meters because they operate on a SMPS (switch mode power supply) which is known to generate “dirty electricty”. This gets onto house wiring in such a way that the house wiring acts as one big dirty antenna transmitting these (much higher than 50 Hz) higher frequencies right through our living space. So I wouldn’t be getting too supportive of any digital meter at this stage.

    • Citizen for Democracy says:

Mariel, it won’t just be ‘an influential right wing press’ that completes the task. Have you wondered why ‘The Age’ has never printed any smart meter story or letter to the editor?
      Here’s why:
John Fairfax has made a truckload of profits from investing in Landis+Gyr (maker of most Victorian smart meters) and one can only assume they were ‘tipped’ off by the Brumby government on the fact that this would be a good investment, since these devices were going to be mandated! Not much honesty and transparency here!

      • Gwen says:

Thankyou Citizen for Democracy for the above link. Absolutely disgusting this insider trading that we, the Taxpayer, are forking out money to. Don’t these mongrels know they can’t take the money with them when they die. This will come sooner than later with the spy and fry devices.

    • A good post Mariel, except that it is both Right and Left leaning press and media; they are both equally at fault in not taking up the issues relating to smart meters. There appears to be a virtual silence when it comes to this issue!!!

      • Happy Dissenter says:

Well said folks above. Hopefully Mariel will glean something of the spirit of the commentators on this site who are opposed to smart meters. To Richard Leschen, your inspirational words are amazing. Keep up the good work!!! 🙂

  6. Ada says:

How can this government EVER justify IMPOSING a class 2B carcinogen on EVERY Victorian!?
Would you let them force you to have your property sprayed with DDT? Or your children’s bedrooms covered in lead?

    • Eric says:

Well Ada, the way Nicholas Kotsiras has probably justified it is by making the assumption that carcinogens don’t cause cancer.
ie. that there is actually no difference between that which is a carcinogen and that which is a not a carcinogen.

    • Paul says:

And DDT is also a Class 2B carcinogen, which, incidentally, has been banned by this and most governments throughout the world, so what’s the difference? The difference is that DDT is not a money-spinner.

  7. Excellent letter, thanks.
An additional point re CHILDREN: In Fact sheet 14, August 2013, ARPANSA recommends that parents reduce their children’s exposure to wireless devices because they reference the lack of research in the field that is specific to children. Researchers do know that children are not just small adults but are in a particularly vulnerable growth phase.
As a parent I am doing all that I can to reduce my children’s exposure, and that included refusing to have a mart meter fitted next to their bedroom.
The Victorian government must not force parents to go against ARPANSA’s advice about protecting children, and at the very least must give parents the option to have an analogue meter or a microwave emitting meter.
Any parent who wishes to remove a microwave meter that is already installed, in order to protect their children, must be give that option.
The option of an analogue meter must not come with any additional cost for parents as they are exercising their right and duty to protect their children from harm.

  8. Dear SSMA,
Many thanks for this, erudite write up of yours concerning the new proposed VICTORIAN GOVERNMENT HEALTH SAFETY AUDIT OF SMART METERS. If as has already happened in England and the rest of the United Kingdom, where the immediate Roll-Out of the Microwave Electric smart meters has been STOPPED for the full duration of two (2) years whilst the actual Health Safety Audit is in progress. Likewise, it is of equal importance that this Victorian Government Roll-Out of the Microwave Electric smart meters be immediately stopped here in Victoria for a minimum of two years in view of the fast mounting number of people here who are getting very sick from the Microwave Radiation from these now proving to be, poisonous to humans and all life Microwave Electric and far from smart meters.

If the Roll-Out of these above mentioned smart meters here in Victoria is not stopped immediately, then I for one and the rest of the Victorian Public will be forced to believe, that Mr Nicholas Kotsiras will only make this new proposed Victorian Government Health and Safety Audit of Smart Meters another waste of the Victorian Tax Payers’ money and another COMPLETE WHITEWASH as had been those previous Health Safety Audits carried out in Victoria of the Electric Microwave Smart Meters.

Those of us who have realised the very great and now mounting dangers associated with this continual Roll-Out of these Microwave smart meters not only here in Victoria, but the rest of the World, have securely padlocked our Electric Meter Boxes with Industrial Padlocks to keep the Safe and Passive Analog Electric Meters which are not fitted with the ‘All Life Health Wrecking Microwave Radio Broadcasting and receiving equipment’ which are part and parcel of the now proving to be Deadly to all Life so-called smart meters, which are proving to be one of the most stupid and deadly inventions of all time. All Victorians need to know that it is Not The Law that they have to accept a Microwave Smart Meters and thus give up their Safe and Passive Analog Electric Meter/s. The statement that “The Victorian Government HAS MANDATED the Roll-Out of the Microwave Smart Meters,” is a TRICKY statement of the most Heinous Kind, in that most people who are not Lawyers or who have never looked up the word MANDATE in the English Oxford Dictionary falsely believe that a Mandate is the Law. A Mandate is not THE LAW. A Mandate is simply an Instruction. So these tricksters using the word “ Mandate are trying to hood-wink most of you. Therefore these mainly tricksters of Smart Meter Installer men bullying you to take a microwave smart meter against your Will and Better Judgement are LIARS as are those C.E.O’s of the five foreign overseas electric power companies telling their minions in the Human Relations Offices of SPIN and LIES who tell you over the phone or in writing that you must accept a Microwave Smart Meter. Nothing could be further from the TRUTH. We still live in a DEMOCRACY for GOD’S Sake and don’t forget it. Our Democracy is there for your Lawful and Unalienable Democratic Rights under the Charter of Magna Carta signed into law in 1215 A.D in England.

Please note that these Microwave electric meters are also Illegal Telephone Tapping devices. Every one of these Microwave meters here in Victoria Australia as well as world-wide needs a Judges’ Court Order to make any one of these smart meters Legal, which no Judge worth his salt will ever give.

Please note that it is these foreign owned five electric power companies’ job/s to supply you the private home owners and domestic electricity customer/s and small business owners in Victoria with electricity.
It is none of the five foreign owned Electric Power Companies C.E.O’s or their minions’ business whether you are drawing electricity for your toaster, or air-conditioner or computer or printer or electric drill’s or metal working lathe etc. If you allow these five electric power companies to get hold of this information they will happily sell it on to the White Goods Manufacturers or anyone else they want to which would also be Unlawful.

  9. Iate10cherries says:

Remember the first rule of Government enquiries.
Never conduct an enquiry without first knowing the outcome in advance.

What would be more prudent here would be an independent audit into independent auditors who have been selected to carry out the independent audit.

    • Ashley says:

Yes, exactly, I’m sure most of us know full well by now what we are dealing with here! It ain’t exactly a network of rich and influential god driven persons with the citizens best interests at heart!

  10. Marko Polo says:

I don’t expect this will end how we would like to see it, i love the questioning that “Stop Smart Meters Australia” have to be addressed, fingers crossed that they get addressed.

Be vigilant, as those who were reckless with our health in the beginning have likely not changed their tune.

  11. Chris says:

all of my concerns voices accurately and fluently here. well done and thank you!

  12. mohsen says:

Its a joke, do you believe anything that comes from a politician mouth? Its a staged act .

  13. ravenhawk says:

apparently this investigation is already biased…..did you not hear them say and I quote “we are going to prove once and for all that these smart meters are safe”…..seems their minds are already made up before investigation…..wake up people!

  14. Brigitte Kerrutt says:

Any independent audit is in vain with regard to a positive outcome when no international experts are being consulted; I believe there are around 6,000 of them? Can’t SSM Australia offer some names? We should try to bring this audit on a level which might result in a credible result. We should offer assistance!

    • An independent audit has already been done in 2012 it is called the bioinitiative report. If anyone can read that and still say that smart meters are safe then their sensibilities are quite different to mine.

  15. Fed Up says:

So can I still refuse the installation of one?

  16. Russia were the first to study biologic effects of non thermal emf in the 50s, and they have a ban on wireless internet at schools. Need we say more??

  17. Laurie says:

There will be no resolution shown by the Government on this matter. They will simply confirm the findings of other investigations that these Smart Meters meet current safety standards. Only when someone dies and their relatives successfully sue will the matter be resolved. BUT, who gets sued? The buck will be passed faster than a parcel in an Irish pub. The government? The Electricity Supplier? The installers? The organization that did the so-called research? Nah! The Electricity Suppliers will blame the Government, The Government will blame the researchers and the researchers will blame the Electricity Suppliers.
I am expecting to be charged for a Smart Meter I don’t have. I will then be charged for not having a Smart Meter. (If that isn’t a oxymoron “Catch22” situation I don’t know what is). These Smart Meters will make a lot of money so we are going to have to have them like it or not.
I shall hang out for as long as I can but, mark my words, legislation will come in forcing us to have one or our electricity will be cut off.

    • archie says:

Your electricity may be cut off from Singapore I believe, can you check that? If so then we better hope Indonesia doesn,t join up with Malaysia to invade us! Imagine Army,Navy Air Force,Police,Emergency Ambulance, communications,ALL WITHOUT COMPUTERS! Thank Jeff Kennett for selling off this public assett!

    • Gwen says:

Laurie, my electricity will be cut off first before I will allow them to force one on me. We are all sincere in protecting the health of our families. Abbott has ordered the previous government to face a royal commission into the rollout of pink batts because it was done in a deadly manner. A man has not survived a house fire here in Geelong that looks like it was caused by a smart meter. There was a cover up. The electricity providers can’t ( in writing ). give us an assurance of their safety. What more needs to happen. We’re at critical stage now. My Doctor is concerned for her daughters health because one was just installed on her bedroom wall. I am giving her the media release from SSMA to whom I would like to say thank you for everything you do to help us.

      • Eric says:

        Well said Gwen.

The implications that would arise for our Nation through any legislatively forced imposition of smart meters would be so dire that anyone having any sort of heart and conscience would have no choice but to consider going without electricity. Any such forced imposition of smart meters through the alteration of law is both a misuse of law and an imposition of wickedness upon the citizens of a Democratic Nation which must be opposed at all costs even if it means choosing to go without power.

I wonder if these men who could potentially legislate a forced imposition of smart meters upon non consenting citizens would also be willing to go as far as legislating that choosing to go without power also becomes prohibited. I wouldn’t put such acts of Nazism beyond these evil men. Even then, when all legal means have been taken away form us, these evil men will be still be opposed like never before.

      • Freedom Rules says:

Very well said, Gwen. All the threats and bullying in the world will not weaken my resolve on this issue as it is MY family that I care about – not corporate profits, not government gazettes!

    • John M says:

@Laurie “legislation will come in forcing us to have one or our electricity will be cut off.”
I read a quote the other day supposedly said by one of the former presidents of the U.S. I think it was George Bush Jr in which he said something about the American Constitution “Only being a piece of paper”. Such disdain for the laws of the land.

Any legislation that is written without regards for human rights and in concert with the concepts of our constitution and common law is legislation I shall gladly and willfully ignore. Any such legislation is after all “only a piece of paper”. I would rather have my electricity be cut off than give up something much more valuable of myself.

  18. Anonymous says:

Would it not be best to actually speak to those who have been physically affected by these smart meters when conducting this audit ?
I am one of this victims …..
